Job Title: Contract Specialist

Job Description:

Summary:  The Contract Specialist will provide support to the Contract Team and the Finance Department.  The Contract Specialist is responsible for various phases of contract development from researching legal regulations to negotiating terms and preparing print documents.  This position will draft and review contractual agreements between Rividium/TripleCyber and its clients for products and services.  Duties for this position will include evaluating bids, preparing contracts, and negotiating terms, and a variety of other assigned tasks.

Duties and Responsibilities:

  • Serves as main liaison and POC with outside contracting representatives and clients regarding contract matters; corresponds directly with client and/or contractor to satisfy issues or questions pertaining to proposals or contracts.
  • Administers contracts and coordinates with clients and contractors to guarantee terms of contracts are fulfilled in compliance with contract terms and regulations.
  • Completes Price Negotiation Memorandums (PNM) to document the file upon successful completion of negotiations.
  • Assesses contractor performance to identify need for amendments of existing contracts.
  • Prepares and edits contracts between company and potential clients; negotiates contract agreements for products and services.
  • Maintains electronic contract database; monitors industry and government trends ensuring efficiency and compliance; makes recommendations as necessary.
  • Coordinates pre-award process activities from requirements definition through contract/task order award (including identifying, resolving, and improving process bottlenecks - and providing weekly status briefings).
  • Participates and coordinates with Contract Team and Finance Department in development and implementation of effective procurement proposals.
  • Researches regulations to guarantee contracts are updated and in compliance with laws.
  • Maintains correlational journal of Commitments and Obligations - reflecting all activity for MIPRs/Contracts.
  • Handles breach of contracts in a timely manner; routes necessary documentation for contract and legal reviews.
  • Generates contract requisitions/modifications for CFO and/or C-Suite approval; determines terms and conditions for solicitations and contracts; prepares contract modifications and documentation for negotiations of Contracts and Modifications; updates and prepares contract files and electronic documents to support decisions made regarding programs.
  • Processes contracts, purchase orders, delivery orders, and contract modifications for CFO and/or C-Suite Leadership to review.
  • Administers task orders and contracts including processing invoices, monitoring, contract provisions, and ensuring contractor performance.
  • Assists in coordinating document exchanges with responsible COs for CORs entering and exiting contract management responsibilities.
  • Creates and maintains performance and statistical data on budget and performance data; prepares documentation for contract file; compiles and analyzes contract data.
  • Develops standardized performance measures, accumulates performance data, and provides scheduled and ad hoc reports.
  • Maintains Project Status Reports for each individual contract activity; provides burn-rate analysis, Period of Performance monitoring, modification status reports, and other vital historical data elements.
  • Participates, coordinates, and supports meetings, conferences, and site visits, as required.
  • Performs other duties as required and/or assigned.

  • Current working knowledge of:  Contract Management, Contract Closeouts, Sole Sourcing, Evaluation of Contract Price Proposals, Price and Cost Analyses, FedBiz OPS postings, Acquisitions Planning, Non-Disclosures Agreement, Teaming Agreements, Joint Ventures, Subtract Agreements, and Memorandums of Understanding.
  • Highly proficient experience in preparing contract documents including, but not limited to, RFPs, RFIs, RFQs.
  • Ability to negotiate contract terms, prepare contracts, evaluate bids, and research current regulations; knowledge of negotiation best practices, both in-person and in written form, that considers cultural norms and client's best interests.
  • Expert working knowledge on drafting and editing contracts with demonstrating office
  • lent attention to detail.
  • Possess current in-depth knowledge of procurement regulations, contract agreements, and legal terminology.
  • Clear adherence to company policies and procurement rules and regulations.
  • In-depth knowledge of procurement regulations, contract documents, and legal specifications.

Education:

  • Minimum of Bachelor’s degree with at least twenty-four (24) semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  Advanced degree preferred.
  • Completed degree(s) from an accredited institution above minimum education requirement may be substituted for experience on a year for year basis.

Experience:

  • Minimum of five (5) years of experience in a similar role with minimum of three (3) years in government contracting.
  • DAWIA Level II certified and/or FAC-C equivalent are preferred.
  • In-depth working knowledge and experience with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS).
  • Possess proficiency in use of MS Office Suite applications including Word, Excel, PowerPoint, Outlook, and Adobe Acrobat.
  • Demonstrated knowledge and understanding of current and legally-binding contractual language and terminology, as well as applicable laws, rules, regulations and procedures in government contracting.

Working Conditions/Equipment/Safety:

Prolonged periods of sitting at a desk.  Must be able to lift up to fifteen (15) pounds at times.  Normally works in a general office environment with the use of computer, printer, telephone, copier, fax, and calculator. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc
