Qualifications

Contractor shall provide Key Personnel that meet at a minimum the following qualifications:

  • Expert knowledge using Microsoft Office suite, in particular excel, power-point, word, project management. Knowledge of SharePoint and Vizio highly desirable;
  • Expert knowledge, which may include reach-back capabilities, to support content development and production in multiple human resource/human capital areas such as training, performance management, policy development, pay pool management, organizational design, new employee programs (on-boarding programs), awards programs, career/professional development programs, retention and recruitment programs;
  • Advanced facilitation and project management skills;
  • Knowledge of DoD strategic human capital goals and objectives;
  • Knowledge of change management and ability to assist with the reviewing, modifying, adapting, or developing content to support successful transitions across multiple environments;
  • Ability to assist with the development of strategic requirements, conducting trend analysis, and developing reports, briefs, job-aids, working papers, processes, etc. to support Human Capital Management Office (HCMO) initiatives;
  • Strong oral and written communication skills;
  • Ability to serve as an effective and forward leaning change agent during agency transfer, transition, and transformation efforts; and
  • Experience in benchmarking across multiple functional areas and drafting, editing, and documenting findings into decision briefs or other HCMO process formats for senior leaders review and action.

Education / Certification

  • Bachelor’s Degree required; Master’s preferred preferably human resources, industrial/ organizational psychology, human capital management, or related field
  • Project Management Professional (PMP) certification, or equivalent, preferred

Experience

  • At least eight (8) years’ experience as an ISD with emphasis on developing classroom instructor-led programs, courses of instruction;
  • At least four (4) years’ experience supervising assigned ISD personnel and managing ISD programs and projects;
  • Expert knowledge and demonstrated experience developing and implementing instructional development processes applying the ADDIE methodology;
  • Experience developing instructor-led or instructor-facilitated courses, products, or services within the human capital/human resources environment; e.g. new employee orientation, new employee onboarding, etc.; and
  • Experience managing and applying ADDIE methodology in program or course evaluation; program recommendations; modifications, etc.
