OASIS+ SB

OASIS, OASIS Small Business (SB), and OASIS 8(a) are family of governmentwide multiple award, IDIQ contracts that provide flexible and innovative solutions for complex professional services.

  • OASIS Unrestricted is a full and open contract.
  • OASIS Small Business is a 100 percent Small Business Set-Aside contract (FAR 19.502) with the ability to do Socio-Economic Set-Asides (FAR 19.8 thru FAR 19.15) at the task order level.
  • OASIS 8(a) were developed to provide the 8(a) community expanded access to the OASIS Best-in-Class contract program while creating more options for federal agencies to meet their 8(a) business development program goals through both competitive 8(a) set-asides and 8(a) directed task order awards.
  • OASIS SB is a family of seven governmentwide multiple-award, indefinite-delivery/indefinite-quantity task order contracts or “pools” aimed at providing services to all federal agencies to help meet their professional service mission requirements. The contract vehicle’s scope includes communication, defense, health, security, transportation, compliance, environment, energy, disaster, financial and intelligence.

    GSA MAS

    The GSA Multiple Award Schedule (MAS) is a government-wide contract that provides federal, state, and local government buyers access to a wide range of commercial products and services at pre-negotiated prices.

  • How it Works: Businesses submit proposals to GSA detailing their pricing and capabilities. If approved, they receive a contract to sell to the government through the GSA platform.
  • Who Uses It: Federal agencies and some state/local entities utilize GSA MAS to streamline procurement.
  • Key Benefits: It allows for faster purchasing for agencies and increases access to opportunities for businesses

    HCATs 8A

    The Human Capital and Training Solutions (HCaTS) Contracts are strategically sourced, government-wide, indefinite delivery/indefinite quantity (IDIQ) contract vehicles designed to provide comprehensive, customized human capital and training services to federal agencies.

     

    HCaTS offers agencies a reliable, flexible, and efficient way to obtain best-value solutions for complex human capital and training requirements. These contracts expand procurement options while also creating new opportunities for small businesses to support federal initiatives. HCaTS solutions are delivered by bona fide executive, administrative, and professional employees, as defined in Part 541 of Title 29, Code of Federal Regulations.

    HCaTS consists of three IDIQ contract vehicles

    • HCaTS Unrestricted (HCaTS U)- Open to businesses of all sizes
    • HCaTS Small Business (HCaTS SB)- Designed for small business providers
    • HCaTS 8(a)- Reserved for socially and economically disadvantaged small businesses

    These vehicles provide federal egencies with a fast, flexible, and efficieitn way to access customized human capital and training solutions.

    8A STARS III

    The 8(a) STARS III GWAC is a small business set-aside contract that provides flexible access to IT services and customized IT services-based solutions from a large, diverse pool of 8(a) industry partners.

    • Allows sole source orders up to the 8(a) competitive threshold.
    • Expands capabilities for emerging technologies.
    • Features limited protestability up to $10M.
    • Offers expert guidance from the GSA team, including free scope review services and market research.
    • Supports both OCONUS and CONUS requirements.
    • Is designated as a Best-In-Class contract

    Contract BASICS

  • Contract scope: IT services and IT services-based solutions
  • Contract type: Governmentwide Acquisition Contract
  • Ceiling: $50 billion
  • Ordering period: Five-year base with one three year option, started July 2, 2021
  • Task order types: Fixed price, time and materials, labor-hour or a hybrid blend
  • Contract Access Fee: 0.75%, the same as GSA’s Multiple Award Schedule

    SEAPORT

    The SeaPort contract vehicle is the U.S. Department of the Navy’s mandatory vehicle for the acquisition of professional support services. It includes the SeaPort Next Generation (NxG), which is designed to enhance efficiency and allow for tailored requirements within specific task orders. The SeaPort-e contract vehicle also serves similar objectives, enabling geographically dispersed organizations to meet diverse technical support needs. Overall, these contract vehicles facilitate the procurement process for various Navy systems commands and support services.

    SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management and Program Management.  The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800-plus SeaPort-e IDIQ multiple award contract holders.
